Bio

Dr. McDonnell received his medical degree from the University of Arkansas, completed his Pediatrics residency at Arkansas Children´s Hospital, and his Pediatric Emergency Medicine Fellowship at the University of Colorado. He is board-certified in Pediatrics and Pediatric Emergency Medicine.

He is currently an Assistant Professor of Pediatrics at the University of Utah and provides medical care for sick and injured children in the Emergency Department at Primary Children´s Medical Center. Dr. McDonnell’s research interests include the legal regulation of health care delivery, health policy, and biomedical ethics. Additionally, Dr. McDonnell serves as the Director of the Center for Children’s Environmental Health Law and Policy, where his research and advocacy work focuses on legal and public policy approaches to reduce the harmful effects of environmental pollution on children’s health.

Academic Bio

William M. McDonnell, MD, JD is a pediatric emergency medicine physician, medical and health law educator, and health law and policy researcher.

Dr. McDonnell received his law degree at the University of Virginia and his medical degree at the University of Arkansas. He completed postgraduate medical training in Pediatrics at Arkansas Children’s Hospital and in Pediatric Emergency Medicine at the University of Colorado.

Dr. McDonnell developed his legal and policy skills in private law practice in Washington, DC, and in the Clinton Administration as Counsel & Policy Advisor to the Chairman of the Securities and Exchange Commission and as Senior Policy Advisor to the Under Secretary for Enforcement at the U.S. Department of the Treasury. Following his medical training, Dr. McDonnell joined the Department of Pediatrics at the University of Utah where he is an Assistant Professor in the Division of Pediatric Emergency Medicine and is Director of the Center for Children’s Environmental Health Law & Policy. Dr. McDonnell also teaches health law and policy in the University of Utah’s School of Law and David Eccles School of Business.

Since 2007, Dr. McDonnell has served on the American Academy of Pediatrics’ Committee on Medical Liability and Risk Management. He serves on the Utah Medical Association’s Board of Trustees, and has been a member of the UMA’s House of Delegates and Legislative Committee since 2006.

Dr. McDonnell’s research includes numerous issues related to the legal regulation of health care delivery, health policy, and biomedical ethics. Recent grant-funded and published research has focused on legal obligations to provide emergency care under the Emergency Medical Treatment and Labor Act (EMTALA); legal and policy implications of emergency services utilization; medical liability and risk management; legal imperatives and implications of medical adverse event disclosures; and legal and public policy approaches to reduce the harmful effects of environmental pollution on children’s health.
