Michael Hales, MPA, has been named Chief Financial Officer for University of Utah Health Plans, effective January 1, 2026.

In this role, Hales will oversee the financial, actuarial, and Medicaid strategy and performance of University of Utah Health Plans, supporting sustainable growth, fiscal stewardship, and long-term planning in alignment with University of Utah Health’s integrated academic health system. He will serve in the role on a part-time basis while continuing his work with University of Utah Health as Associate Executive Director of Government Healthcare Programs, a structure designed to strengthen alignment across Medicaid strategy, finance, and systemwide planning.

Hales brings more than 30 years of health care experience, including more than a decade leading Utah’s Medicaid and Children’s Health Insurance Program (CHIP). In his current role, he advises on Medicaid and Medicare initiatives across Utah, providing deep expertise in government health care programs, policy, and reimbursement strategy.

As Chief Financial Officer for U of U Health Plans, Hales will focus on financial planning, performance oversight, and strategic coordination with University of Utah Health leadership to support access, quality, and value for members and avoid duplication across system functions.

Hales holds a Master of Public Administration degree and a Bachelor’s degree in Finance. He has built a career at the intersection of health care finance, public policy, and system strategy.
